BY-LAWS

Amended July 2009

 

ARTICLE I Name

 The name of the association shall be the Dane County Chiefs of Police Association, Inc.

 

ARTICLE II Purpose

The objective and purpose of the Association shall be to establish the highest degree of cooperation among primary, associate and affiliate law enforcement agencies in Dane County to promote the professionalism of law enforcement and public safety, exchange information, put forward better methods of administration, and protect the welfare and interests of the Association.

 

ARTICLE III Membership 

Section I.  PRINCIPAL MEMBERSHIP.  Principal Membership may be comprised of all Dane County Municipal Chiefs of Police, the Sheriff, the Chief or head of any law enforcement agency with uniformed officers within Dane County and the second(s) in command (including the Chief Deputy, Assistant/Deputy Chiefs, Lieutenants, etc), the DNR Regional Warden and WSP District Commander

 

Section II.  ASSOCIATE MEMBERSHIP.  Associate Membership may include any full time law enforcement agency within Dane County that has primary duty and/or responsibility different in scope or authority from those eligible for Principal Membership.  No Associate Membership shall be held by any employee of an agency holding a Principal Membership.  .

 

Section III. AFFILIATE MEMBERSHIP.  Affiliate Membership is available to persons holding full and part-time paid positions in publicly supported professions or occupations directly concerned with the improvement and development of the police profession’s technical, operational and administrative skills.  No Affiliate Membership shall be held by an employee of an agency holding a Principal or Associate Membership.

 

Section IV. LIFE MEMBERSHIP. Life Membership is available to past members as defined in Sections I through III (Principal Membership, Associate Membership and Affiliate Membership) who have retired or separated from their organizations in good standing. Such membership shall be a dues free membership without voting rights or the right to hold office.

 

Section V.  DUES.  Revenue of the Association shall be derived from annual membership dues of Principal, Associate, and Affiliate members.  The dues shall be set by the membership and continue until such time as changed by a majority vote of the membership.  Members are not in good standing until dues are paid.

 

ARTICLE IV Executive Committee/Officers

 Section I.  The Executive Committee/Officers of the Association shall consist of the President, Vice President, Secretary, Treasurer and immediate past president.  The President, Vice President and immediate Past President shall be principal members.  The Secretary and Treasurer positions are open to all members.

 

Section II.  PRESIDENT The President shall preside at all meetings of the Association, appoint all standing and special committees.  He/She shall perform such other duties as are customary and parliamentary usage requires. 

 

Section III.  VICE PRESIDENT The Vice President shall perform the duties of the President during his/her absence.

 

Section IV.  TREASURER  The Treasurer shall keep an accurate account of all monies, credits, and property of every nature of the Association which shall come into his/her hands; sign all checks, notes, and bills of exchange after proper authorization; keep accurate accounts, statements, and inventories of all monies received and disbursed, and all monies and property on hand, and generally of all matters pertaining to his/her office as shall be required by the Executive Committee. 

 

Section V.  SECRETARY The Secretary shall record the proceedings of the organization and keep all records that are needed to carry on the business of the organization.  He/She shall receive and answer all official correspondence and communications under the direction of the President, send and give notice of all meetings and conduct his/her office in a businesslike manner.

 

Section IV.  ELECTIONS   Elections shall be held at the first meeting in February.  The Treasurer and Secretary shall hold office for terms of two years, elected in alternating years.  The President and Vice President will hold terms of one year, with the Vice President succeeding the President.

 

Section VII.  VACANCIES.  If a vacancy shall occur, it will be filled by a special election at the next regular meeting or as soon thereafter following notice of the vacancy to the President.

 

 

ARTICLE V Meetings

 Section I.  REGULAR MEETINGS.  Regular meetings shall be held monthly at a time and place to be designated by the President.

 

Section II.  SPECIAL MEETINGS.  Special meetings may be called by the President of the Association whenever, in his/her judgment, such meetings become necessary.  Special meetings of the Association shall be called whenever twenty-five percent (25%) of the voting members of the Association petition for such a meeting.

 

Notice of the time and place of the special meeting shall be given to all active members of the Association by the Secretary, either personally, by mailing a written notice or sending an electronic message to the member at his/her postal address or electronic mail address as listed in the roster of Association members.  Said notice must be given so as to be received by the members at least three (3) business days prior to the date of such special meeting.

 

Section III.  VOTING.  Voting will be done by the Principal, Associate and Affiliate members present, and in good standing.  Each agency will be allowed only one vote regardless of the number of Principal members present. 

 

Section IV.  ATTENDANCE OF NON-MEMBERS.  A nonmember shall be entitled to attend any meeting of the Association at the invitation of the Association or at the invitation of a member in good standing, but such non-member shall be subject to exclusion from any meeting at any time by vote of the membership in attendance.

 

ARTICLE VI Committees

 Section I.  EXECUTIVE COMMITTEE.  The Executive Committee shall consist of the Association officers and the immediate past President in good standing.  The Executive Committee shall conduct Association business when the need for such business exists between regularly scheduled meetings.

 

Section II.  STANDING COMMITTEES.   The President shall appoint the following named committees and the chairpersons of each. Each committee shall meet as the business of the committee dictates or at the call of the chairperson of the committee. Standing committees are:

 

a.                  Awards/Nomination.

Responsible for recommendation and purchase of awards given by the Association. Responsible for coordination of nominations for yearly and as needed elections.

 

b.            Drug Enforcement.

Responsible for reporting to the Association on issues related to the drug task force and the state of drug and gang activity in Dane County.

c.             Emergency Management.

Responsible for reporting to the Association on issues related to emergency government and the impact on the public safety of Dane County.

            d.            Legislative.

                        Responsible for tracking and reporting to the Association on legislative issues that impact public safety in Dane County.

            e.            Training. 

Responsible for tracking and reporting to the Association on issues related to training and training opportunities and for developing training opportunities.

f.                    Public Safety Communications.

Responsible for tracking and reporting to the Association issues related to technology and communications that impact public safety in Dane County.

g.                  Audit.

The Audit Committee shall be comprised of the past president and an appointee of the sitting President. Responsible for an annual audit of the Association’s funds.

 

Section III.  SPECIAL COMMITTEES.  Any other special committees so appointed by the President. 

Section IV. ASSOCIATION REPRESENTATIVES. The President shall make appointments from the membership for representatives to any committee, board, group or organization where the Association is granted representation. These are, and are not limited to: 

a.       Dane County Narcotics and Gang Task Force Steering Committee. One representative shall be a chief from a city police agency and the other representative shall be a chief from a village or town police agency. 

b.      Dane County 911 Center Board.  One representative not from the City of Madison Police Department or the Dane County Sheriff’s Office, appointed by the Association. 

c.       911 Center Operating Practices Committee. One representative shall be a chief from an agency that operates a dispatch center, one representative shall be from an agency that receives services from the Dane County 911 Center and one representative shall be appointed as a member at large.

d.      911 Center Board Technology Committee.

e.       Dane County Emergency Government Local Emergency Planning Committee.

f.        Safe Harbor Supervisor Committee.

g.       Incident Management Team (IMT) representative appointed by the Association.

  

ARTICLE VII  Amendments

 The members of the Association shall have full power to alter, amend, or revise the By-laws by a vote of two-thirds of the members of the Association present and voting, provided that said change was presented at a meeting at least ten (10) business days prior to the meeting at which final action is taken and the notice of such intent is provided to all members of the Association.

 

ARTICLE VIII Miscellaneous

 Any questions coming before the meeting for which no provision had been made by the Constitution of By-laws, the presiding officer shall be governed by the rules set forth in “Robert’s Rules of Order.”
